Text to Speech runs in three steps: open the tool, provide your input, then download the result. This page walks through what each step expects.
Step 1 - open the tool
Open the tool by going to Text to Speech. Nothing needs to be installed or signed in before you start.

Step 3 - get the result
The voice, language, speed and quality controls sit above the text box. Generation runs on your own device with a neural voice model the page downloads once (about 380 MB, then cached), so the same ten voices are available on any machine and the result can be downloaded as MP3 or WAV.
Two details are worth knowing before the first run. The voice model is fetched once - about 380 MB, shown as a live percentage - and then kept in the browser, so every later run starts immediately and works with the network off; if that is too much right now, one click switches to the quick device voice. And if your input is a subtitle file, the timeline option renders each line at its own timecode, so the exported audio matches the original cue times.
